Hopefully, it’s to resolve the issue cecilia and DragonMoonX mentioned. I saw some players post about the glitch on Discord last week.
Having not heard from DECA about my old snails-pace opening screen, I decided to take what I always find a nerve wracking step of deleting the app and re-installing. After one very slow current opening screen (Oh! No! WHAT have I DONE?!)it was back to normal.
This morning however, I had the strange situation where collecting from the first couple of islands had a stream of donuts heading up to the right, adding to my T'Ashen count, and then gradually this was replaced with the normal magic stars heading to the left.
What was that all about?
Also, while I'm asking for answers - Until recent IOS updates, it was possible to check for updates with an 'update' button at the bottom of the App Store screen, but then that disappeared. This morning as there was no update button, I searched for Dragonvale, thinking it would show an available update, but it only gave me the option to 'Open'. Dragging the screen down did nothing, but I suppose I may already have the updated version (with donuts?)after re-installing the game late last night.

If you're not used to seeing flying currency in your game, open up options and uncheck the 'Currency Effects'. You likely turned this off years ago when things were slow in game, and it reset when you deleted the app.
If you're wondering why updates don't show up on Apple ios immediately, they like to stagger updates across their user base so balance the load of people downloading things from their server. The steps adlerist posted bypass that functionality and show you updates immediately. Without that, it can take hours or even days to see a new update depending on where you are on the list.
It would be nice if they just had a big button that said 'check for updates', but then everyone would use it and the downloads would hit them all at once for a popular app update. But one you know the trick, you no longer need to wait.

iOS updates DO NOT instantly show as soon as they’re available. If you want to download the latest updates, you MUST refresh.
Follow the steps I posted (and you quoted). In case they’re unclear, I’ll post them again with more detail:
(1) Open the App Store app (2) Click on your icon in the upper right corner to access your Account (3) On the Account screen, pull-to-refresh. To do this, slowly swipe down (dragging the screen downward), then release when you see the ubiquitous loading symbol rotating at the top of the screen.
(4) When the loading symbol disappears, under Available Updates, the latest app updates will now be showing. (5) If you click Update All, every app listed will start updating. You can also individually select apps to update by clicking the Update button next to the app icon.

Also, Deca responded and stated the bug fixes in this update are mostly backend, nothing players will see in their game. So slow loading and an incorrect splash screen are still a thing.
RED I recommend setting a minimum amount of etherium that you wish to leave in your rift. Gradually increase that as your rift grows. Then if they release a new rift dragon you have some etherium stored to try breeding it.
I have one park set at 50k and my 2nd park at 25k. I breed to try for the bingo card dragons up to 2000. Then I see if I can afford an egg. I stick to the first egg because it’s not limited to the type of dragon it gives. You can end up with any dragon except current event dragons. (Someone please correct if I’m wrong). If the first mystery egg costs more than the 2nd or 3rd, then I purchase that one, all while keeping an eye on the etherium balance. I also try to collect from my park and rift at least twice per day. Others may have a different method they can recommend.
Another way to save etherium is to use treats to level up rift dragons, even though they use a lot more treats. I have my non-rift dragons leveled to 16 or 20, depending on their earning ability. The dragons missing from my park are limiteds from past events that I watch for in the coop. As a result I have lots of treats on hand. Always be growing treats, always. Once the treats are built up you’ll feel comfortable using them for rift dragons to save on etherium.
When I hatch a rift dragon that I can use Tiamat and/or Bahamut to level, I only feed it to level 4. That way it’s able to breed if needed. I can always level it further if I need it to breed a new rift dragon, other wise I’m in no hurry. I save etherium or treats for a short while doing this, but it also lessens the amount that dragon produces. However, since the rift habitats hold such small amounts of etherium, I really don’t see it making any sort of impact. If it’s an epic or limited dragon then I go ahead and feed it to at least 7.

I have and apple and an android and the android updates always come out late with DECA. It might be a delay with andriod and the play store tho.

I would say don't buy mystery eggs until you have bought all 55 Rift habitats and have them leveled up to max and filled with dragons so you're making the most amount of etherium as you can. When you have good stash then splurge on mystery eggs and habitat themes. That's what I did and I now can do 16 breeds a day in the Rift. It really helps with getting new dragons.

For the most part I’ve used etherium to breed until I hit 1,000 (keeping all the duplicates and using treats to level them up to 5) and buying/upgrading habitats. IF I have 4 open spots, I’ve splurged on eggs. I’m on day 83/100 (close to my first wish!) and have 24 Regal and 6 Refined habitats that are all full aside from my 4 open slots, so I think I’ve done pretty good 🤷♀️ Dreamn I didn’t think about Deca releasing a new Rift dragon, so thanks for the heads up! I’ll definitely work on building up a higher etherium balance 👍🏻

I've waited a few days to make sure it was working correctly ALL the time, and I have to say DV is finally loading correctly (splash and load time) on my iPhone (iOS 13.5.1 and DV 4.19.2). It has always loaded correctly on my iPad - iPhone only loaded correctly a handful of times until this last update. Hope others are having the same luck! 🤞🏻🍀
In my gifts list, I got a chest, thanks from the vision quest. Did everyone get one? It’s a nice gift, doesn’t make up for all of the long vids, that crash the game, and pay no gem.

How long did it take to get all those habitats?

When the rift was first introduced in 2017 the habitats were a lot cheaper than they are now. There were only 40 habitats and number 40 cost E 15,000 - now it costs E 40,000. The cost was increased in March 2018 when they increased the total number of habitats to 55. Rift Habitats
It was also easier to level up your dragons. To level your dragon from 1-20 cost a total of E 41,050. This was also increased in March 2018 to a total of E 169,200. Feeding Dragons
There have been some significant changes to the rift since it was first introduced, it is now more challenging.

Unfortunately it appears I jinxed myself. The splash screen has indeed been fixed, but I have experienced two times since my post that it was 5+ minutes to load DV (which sadly is better compared to almost 15 minutes in the past). Hopefully DECA will continue to work to resolve the issue. I doubt any of us have spare time to wait over 5 minutes for a game to load.
