I think ninja would count for any two kotun dragons that were bred within the time span of only one being bred.
From the list of possible pledges (my emphasis):
Ninja —] 2 gems to a person who breeds a second whilst the first is still breeding
So for it to be a ninja, it would effectively have to be your first two of the dragon; you breed your first, and then, while that was still breeding, you breed your second. I.e., if you have already bred one, and it has finished breeding, and then you get another two, this would not be ninja.
I've only played one Last Call before this one (Elkar's) so am not as experienced as others, but going from the pledge's description I'm fairly certain this is right.

As @metaphoricalrobin said, the pledge is only for the first and second being in caves at the same time. However, some people have chosen to pay out for all double breeds

The reason why I'd interpreted as first overall was because the word used wasn't 'another', though I see what you mean. It's definitely confusing.
And yes, the English language can be great sometimes, always incredibly easy to understand 🙄😂
