4 Paper to start with.
12 Air 16 Water 19 Lightning 14 Cold 12 Plant 24 Metal
Now Water/Lightning, Plant/Metal and Cold/Metal are the longest breed times, so to avoid those let's do 16 Rust, 8 Chrome and 4 Sonic.
15 Lightning 14 Cold 12 Plant
Then 8 Storm, 7 Cactus and 6 Lichen will tidy things up pretty nicely. So 16 Rust 8 Chrome 8 Storm 7 Cactus 6 Lichen 4 Paper 4 Sonic

Thanks, but just to make sure I'm getting what your saying...I keep breeding my paper dragons and level them up to 15, then I can sell them? Or should I keep them? I can't store all of them and keep my other pairs too, so hopefully I can sell the majority back. Also I remember reading somewhere eariler an estimated number of treats you would need to get silver shrines to gold when starting from zero level 15 dragons, but now that I think about it, what you have in the way of multi element dragons would dictate the number of treats needed, so disregard my long winded question, unless My thinking is wrong.

it takes ~300,000 treats to level a dragon from 1 to 15, regardless of the number of elements it has. So if you have 3M treats, that's enough for about 10 dragons. Keep growing treats
Yes, once a dragon is level 15, you can sell it without negatively affecting your shrine. Keep in mind, however, that paper dragons are very good earners, so you might want to hang on to several of them in order to bankroll your farming.

Getting them to Silver doesn't really require any special effort. That's going to happen eventually anyway. If you're going to make a plan it should be for Gold.

Fletch is just trying to get a sense of where you are in the game so he can better help you. Developing a Gold Shrine strategy isn't very important in the middle levels. The best you can do is make sure you have 2 Panlong Dragons, which you already have.
Shrine grinding is expensive work, and you are going to need a very positive bank flow. So you might want to start breeding your Panlongs together to make several more, as they are great money makers, and they will help 4 of your shrines get to Silver, and eventually Gold.
Fletch is right that the Silver grind isn't much of a grind, and it takes care of itself. Out of curiousity, what are your numbers for Gold Shrines. If you make a strategy to get all your shrines to Gold, then it will also get all your shrines to Silver.

Just a caveat- panlongs only make you a lot of gold if you can check your game often and collect the gold. If, like me, you cannot check it often, they don't make much gold for you because the earth habitat will max out and just sit there. There is a chart somewhere in this subforum that shows earning potential vs. how often you check your game. Also, you can use paper for the shrine grind if having a lot of panlongs isn't useful to you since they have a shorter breed time. At least that's what I am doing (on a Fletch plan).

If she has no Silver Shrines then her numbers for Gold will be 0.
At level 26, just enjoy the game at this point. My advice is going to be 50 Panlongs, 50 Magnetic and 50 Lichen. Breed them up to 10, then as soon as you can start working on getting them all to 15.
About 10k food required to get 1 dragon to Level 10. 320k food required to get them to Level 15. So start breeding those 150 dragons and start growing as much food as you can.

Ah ok. Thank you everyone for your input. As of now I have 4 panlong but I'm currently trying for that lunar so I'm kind of on hold on the shrines for right now.
