When adlerist first posted about the shard feature being disabled, the tutorial was working for me (or not working, really) in my second park just as it had in my first. Now, though, they seem to have taken the building out of the market but not disabled the tutorial (as I found out on my third and fourth parks), so the tutorial gets hung up on the step where you place the building, and it starts the tutorial over again when you force quit.
Basically, if you didn't get through the tutorial before they removed the building, you're shut out of your park. 😞I

Same here on all parks, except there is no Summoning Circle in the Building Store. Are we still waiting for a fix for this, or should we abandon all hope?
I was stuck in the tutorial, but closing and opening the game (hard boot just for good measure) bought it back to normal. However there's no new building in the market showing at all. Do I need to feel miffed and left our here?
I requested the dragon be awarded through a mystery egg. So if the player owns a regular version, they’ll receive a twin, and if they have a twin, they’ll receive a traited-twin. This way long-time players who have all the dragons will be motivated to play. No word yet on how the dragon will be awarded.
I asked, and so far Dragon Draw has not been set up to deliver the dragon prize through a mystery egg. But they’ll look into possibility of changing that in the future.
Waiting to hear back from the DV team on the bug issues when placing the new building and the inability to purchase the new building. Players on Reddit, Discord, and FB are all experiencing the same problems. Hopefully it’ll be addressed soon. But in the meantime, please contact Deca.
Adlerist thanks for asking again about getting Twin and Rift dragons. It would definitely help if we could get those versions otherwise I won’t play. I’d rather let someone else win the dragon since I don’t need it.

No longer miffed (thank you adlerist) but now grateful to DragonMoon for giving a glimpse of just how the new building look!
Here are my thoughts on what we know about the new feature so far. Please let me know if I misunderstood how something works!

I know the feature hasn't technically been released yet, and I know DECA has said that they are looking to improve/expand it, but I do have a bit of feedback based on what we know so far.
Theoretically, let's say I want Burglehoo. The cost to even activate the drawing/lottery is 8500 shards. If everyone who participates dumps all 50 of their shards in, then there are 170 people. 1/170 odds are fine with me.
But let's say that people don't dump all of their shards into it (which is definitely a likely scenario!) While I recognize that different people will do different amounts, I'll set this up with everyone doing the same amount for continuity's sake.
10 shards each = 850 people. That seems a bit much. 25 each = 340 people. Definitely doable, but maybe a bit high?
If I put in all 50 shards, I have a fairly good chance for a "free" dragon (if I'm understanding this correctly), and an evo one at that. Not bad!
And since the eggs rewarded are not EoM style, people who are going for completion theoretically have a higher chance at winning since most people playing for twins or rift/rift twins will not participate. However, I think this feature should also cater to those people.
Since I want this feature to help newer players or players trying to complete their Dragonarium, I don't want the reward to change to an EoM. Instead, I think it could be nice if there was a "twin" slot or a "rifted/rifted twin" slot (only 1 - 2 out of the four) that higher-level players can try to play their luck on. Both types of players will then be able to benefit at no harm to the other.
All in all, for a player-controlled lottery system (and new content for Dragonvale!) it doesn't seem as bad as everyone's making it out to be. It's maybe not my first choice for a new feature, but I really do appreciate DECA and their determination to keep DV fresh.

I would go so far as to say that they should always allow players to exit from any tutorial. It's been such a problem over the years, tutorials that lock up for a multitude of reasons that are hard to predict before you have millions of players going through them. Have an exit tutorial button for that gives the final rewards a tutorial would provide and ends it. And then add a tutorial option in the 'help' section for a building that lets you re-run the tutorial without getting rewards, so you can check it out again later after fixing whatever was causing you an issue. Would be a great review for some players too.
The tutorials, whether for an event or other feature are hardcoded. So it’ll take more work on Deca’s end, but at some point they need to address the issue so players can opt out or skip it.
I think the error they made with Dragon Draw was attaching an event-style tutorial to it. It should’ve been a regular feature, like Ts’aishen or Tiamat and Bahamut, that players have an option to use or disregard. All players are forced into Dragon Draw. You can’t sell the building. And tying it to an event-like tutorial opened up the possibility for lots of bugs.
^^ Yes totally this! I thought it was really weird dragon draw started in an event tutorial. It was like a new event was beginning during the pirate event. It even had the confetti screen when you completed it and forced the game to restart. It looks like the bugs originated from the tutorial so if they used the tutorials you mentioned for features it probably would’ve been fine and we’d be playing dragon draw right now.
It’s a shame DECA’s first feature went into maintenance mode so quickly, but I think they learned a lot from it, like don’t use the event tutorial. They’ll probably have dragon draw up and running soon. The overall feedback on Reddit and Discord is not positive, they really don’t like dragon draw. Players wanted something more like Kairos a feature that will benefit their play, and the bugs didn’t help, it upset them. People on the forum are A LOT nicer! 🥰 🥰 I’ve always noticed players here are very kind and supportive and criticism is constructive, that’s what I like about the forum so much. It also helped A LOT that you gave constant updates, it prevented people from having to post a complaint because they knew DECA was working on it. So thank you for the great administrating!!
I’m pretty much in agreement with most people here and I don’t think I’ll use dragon draw but it is great DECA is creating new features.
With how crazy some people are about obtaining twins, the feature will benefit most players.
And more importantly, it gives DECA direct feedback on what kinds of dragons are favoured.
I'll certainly appreciate it for the odd rift traited epic... too hard to breed!

This morning I went to check on my Dragon Draw tower to see if any changes have been made. I saw that I have some more blue shards to collect, but when I went to collect them, it said I've reached my limit.
I find this rather interesting, since I had originally thought that we'd be able to stockpile as many soul shards as we wanted. Apparently the limit we can have is 60, so I'm guessing 60 could be the full amount you can spend on a dragon at any given time. Or maybe it's 35, because it says to spend 35 in the Dragon Draw. I could be wrong and the number can always change. But it's nice to get an idea of how this works.
It really does look like this was made for new players, because the tower itself only costs 99 in dragon cash, and the most you can collect is 60 soul shards. You get 25 soul shards every 24 hours, and you don't need many so it'll add up fairly quickly. Still, I'm willing to give this a try. I think it'll be fun, and maybe I'll get some of the dragons on my wishlist.

While this would be a great solution for those of us collecting rift dragons, I could see this being a problem for newer players and it seems this update is focused more on newer players. Rift dragons are expensive to feed so those players will likely want a normal version and they may not even have much of a rift built yet.
I think they should just add a new dragon picking option, and use it for Dragon Draw winners and for any Wish used for a dragon. Pick a dragon and a pop up should open asking 'Dragon or Egg?' and then a second asking 'Normal, Rift, Twin, Twin Rift?'. There are a couple of dragons I'd like to wish for and get rift versions and it would make Dragon Draw much more useful for long term players.
DV has a bunch of accounts using hacks for unlimited currency. What protection to we have from them? Max number of shards investable?
There are flags on accounts that hack and add their own gems, added by Backflip long ago. I don't know how accurate it is and if they catch everything, but right now it still lets you play normally but you can't get 'twins' in the social cave (if I recall correctly). That way it stops you from impacting other players by sending out twins to everyone for free. I hope Deca has thought of this because otherwise you are right, players who cheat will end up winning Dragon Draw and impacting the amount of shards used on each dragon. Those accounts shouldn't be allowed to play this new Draw. This is especially true given Deca is expecting players to purchase shards for real money so the results should be as fair as possible.

Okay, so LynnMarie long story short Dragon Draw was released a few hours before reset yesterday and people who logged on in a period of time went through the tutorial and bought a building similar to the one in the loading screen. The feature didn't work for most people, so DECA removed it but left a bug in its place for people who missed the original tutorial- they were softlocked out of their parks for a time. DECA's since fixed that but hasn't rereleased the feature.
As for people collecting shards, the only people who can collect are the ones who got on in the first few minutes the building was available. They must 1) have the building and 2) have participated in a drawing and used shards (this feature was bugged for most people).
Dragon Draw is a lottery system where players pledge shards to enter a drawing for a community-chosen dragon. If the threshold for starting the draw is reached, then one lucky winner is chosen and the rest lose their shards. If the threshold isn't reached, everyone who participated gets a refund.
The interface looks like this:
All-in-all, it was available to a tiny amount of players for a tiny amount of time before the feature eventually a) stopped working or b) was removed. Let me know if you have any questions!

Dragon Draw was put into maintenance mode yesterday around 11.00am MDT. If you purchased the Summoning Circle between 7.00am - 11.00am, it’s still in your park. Once Dragon Draw is bug-free and released into the Vale again, you’ll be able to purchase the building.
