I think it will be a sliding scale based on your level. It will be marked down heavily on the conversion rate of gems to food at your level
In previous events you bought prizes at 1:1 gems to prizes. But you then sold at 5:1 prize to gems. So look at your conversion rate gems—> food. Then divide that by 5 for candy—> food.
Could you expand on this please ie how does your level matter ? How would the calculation work with 1500 candies in a level 60 park?

You can trade gems for coins. This is on a sliding scale. From the parks I have access to, 50 gems buys you DC : @l25 —> 2,313,500 @l50 —> 34,501,000 @l60 —> 66,101,000
Now using sarjin peppers to convert to food, 500,000DC —> 10,000 treats
So 50 gems will indirectly get you food of the approximate amounts @l25—> 45,000 treats @l50—> 690,000 @l60—> 1,320,000
Now looking at your specific example, In previous events, 1500 "candies" would get you 300 gems. So at L60, I would expect you to get 6x 1,320,000 treats = about 8 million treats.
That is if I haven't completely blown my arithmetic as I have a habit of doing.

Oh dear all far too complicated for me...... Head towards dark room to lie down (chuckling). . Glad I didn't use any gems on this event. I don't like the theme so happy with whatever if get. Far more interest on 'if' there will be a BEB event. Still bitter and twisted about missing kite
Surprisingly, I have got the spooky theme in park1, and may also get it in park2 later today or probably tomorrow morning. This with not stressing out too much about counting candies. I did however do the giant plant habitat trick, and spent gems during the two double weekends.
I have also managed a Nightmare in each park, so not too shabby.
Kindle park1: nearly all dragons are frolicking in their habitats! (A Thorny little problem to resolve...)
Smartphone park2: Geode, a dragon with rocks in! Still to breed 4 dragons...
Unlocked and activated the spooky theme on my egg display island. Pleasantly surprised to see the full moon at the top of the theme, and bats flying up at regular intervals!
There is now a timer for the end of the event in your News tab. As of now, we have approximately 2 days and 2 hours remaining. Looks like double candies will end one day before the end of the event.

It looks like I will get the Spooky Theme! I thought the event ended today! That's exciting! I wont be getting it in my baby park, but I did manage to get both Nosferatu dragons, so I'm happy.
I have my spooky theme on an island so that it's bottom "fangs" reach down to the island below where I had my nightmare dragon situated at the top. Looks fitting. And I also had a giant dark habitat at the top of the now-spooky island... my howl dragon flying in front of the full moon is a sight to behold. And my crowned dungeon dragon looks magnificent in the moonlight too, whenever he is feeling flight-ready. Definitely enjoying the theme
I managed to get everything without spending money. Whatever I get between now and the end of the event will convert to treats. I find these events fun, but am glad when they end. Back to regular play a and leveling the last 4 cold dragons to 20. As tiring as this was I am hoping for a Christmas one. My favorite holiday. Hope everyone had fun and achieved their goal.

Yeah, me neither. Let's not get our hopes up. The game has rarely given significant amounts of treats in the dragon track races, colosseum, or as goal rewards, so I wouldn't expect this event to be any different.

That was my reasoning for it too. Also the "Trick or Treat?" thing which has "treat" in it and usually results in candy being given as the treat.
I was curious about what was possible with maximum participation, so here are the numbers if anyone cares.
If you had obstacles to clear and spent 40 gems every single day, you could have gotten 2 Spoopy Themes with only 30(!) candies to spare.
If you had no obstacles and did not spend any gems, you could have gotten both Nosferatu Dragons with 1,640 candies to spare, so just 40 short of your first Scooby Theme.
That's assuming you wait on Fridays, always win gold, miss one Colosseum (last/first day), and don't use the exploit.
I got my spooky theme late last night and any additional candies are just a bonus. I did not spend any money and not very many gems (only a few during double weekends). I did have the last island ready to be cleared (and still have plenty of obstacles on it). I did not keep track whether I got the maximum of treats each day, the only thing I changed in my playing habit is growing blushrooms (2 hours) during the day instead of the usual 6 hour crops. But I did not harvest every 2 hours. I do repeatedly grow Sarjin Peppers anyhow to boost my store of treats. As far as this event goes I was not too obsessed, just wanted both Nosferatus and am quite happy to have the spooky theme in addition.
